"In my library" but I don't see them
This feels like a Steam bug, I know I don't have some of the games that steam says is in my library, and I've looked in my library and found none of those games.

So, how is it in my library when its not??

Also I tried sending this to Steam Support, but none of their preset categories seemed to fit the issue.

Free to play games are "in" your library but only appear if installed, you can instal them from the store page as you see there by hitting play now.

Exactly. "in your library" just means you have a license to use it. To actually make it APPEAR in your library you need to instal it, which as I said you can do by hitting play now on the store page.

No, F2P games will stay in your library if you have a DLC for them.

Its just confusing, it would be like a bank saying you have 100.00 in your account, but no mater how many times you check your account it shows 0.00.

Eh, fringe case that wasn't really relevant to the op's confusion, but still true.

It's confusing because people use to moan about them not disappearing because they didn't want to see them, so Valve made it hide the free to plays unless they were installed (or you'd paid in for content).

When I look at the store page on my account, it says "Play Unturned" but I've never played the game.

So it must change to the verbiage that you see since you played it previously.
I'm trying to download team fortress two but it says it is in my library and I can not locate the play now button.
