1 mbyte/s = 8 mbit/s
Steam by default uses mbyte/s, Windows store uses mbit/s so that killer instinct download was actually 5.625 mbyte/s which is just a bit faster than steam.
This site tests your download speed in mbit/s https://fast.com/
So it might not be as slow as you thought, what does the PEAK speed in the download screen in steam say?

Killer Instinct, 33.02 GB game, at about 35-40 MB/s steady download speed. Took under half an hour.
Vanquish, 16.2 GB game, 2.1 MB/s steady download. Been over an hour now, and its only downloaded 5.3 GB of the game.
So clearly something is just up with Steam, and has been for years.
Also, I just followed the link to the speed test, and it also said 72 MBPS
However I routinely get 15.7 MBps which is 125.6 mbps.
The most common cause of slow speeds on steam is your isp throttling certain traffic. That way even if your speed test shows right you still arent getting the full amount on certain download services.
I was just talking with a friend of mine about that.
It is a disctinct possibility. I used to think it was something on my end, but after downloaded that other game, this i just plain silly.
i tried it and it made my steam work faster, i think the task is called like steam client helper or something, there were 2 for me, it may vary for you.
