Dota2 can't chat in lobby rooms

In Dota2, lets say I want to chat in the IMBA lobby room, I will always get this message "A Steam verified phone number, Dota 2 purchase, or a non-limited account are required to participate in this channel.". Yes I have spent alot of money on steam for various games...so this must be some sort of glitch, please help me fix this issue.
