Unable to install game (content file locked)

Hi, I recently purchased a game called Salt and Sanctuary, but it won't start. I've posted this to their own board but got not reply yet so thought I'd try here as it may be a Steam problem rather than specific to this game.

When I try to start the game it says:

An error ocurred while updating Salt and Sanctuary (content file locked)
C:programfiles blah blah salt.exe

I've tried:

-reinstalling the game
-adding S&S folders to my antivirus exceptions
-verifying files through steam
-clearing download cache from steam
-starting steam as administrator
-restarting computer

None of these work. Tried googling, reading various threads, watching youtube tutorials, none of them work. This is an uneducated guess but it looks to me like I'm downloading the whole game but it fails to download the .exe? I looked through all the folders manually but couldn't find this salt.exe which seems to be causing the problem.

"content file locked" could mean it is read only, did you check that you have all rights to the Steam folder and everything within especially the downloads folder? Sometimes Windows updates messes with the user rights.

Completely off topic, that it is called "salt.exe" is really funny.
