I have tryed rly everything! But now i found a Fix for this Problem just go to Options>Download>Download Region and than take the next nears Region by your Location.

Apparently if you have an Asus router with a particular feature enabled it blocked Steam's content servers

Easy and better fix:

1. Close Steam
2. Go to steam folder
3. Delete ClientRegistry.blob, appcache and depotcache
4. Start Steam and download your games like befor.

Yes u go on Options then Downloads and then u Change the region
