the games on dvds are first release versions that require updates to get to the current version.
you just skip the steam installation part of the prompt.
Most normal dvd's only have 4.7ish gb of space on them so what else did you expect?
Or are you talking about the downloading you have to do after the install?
If you can install then you could compare how much data you save, you can check the download size for a game without actually downloading it all and compare it to the patching after you install. You should be saving a bit of data at least?
This is unfortunately the reality of games today, some games are worse at patching than others and lots of them are "bad" at them now. One game got a patch last year that required you to re-download the whole 50gb again and that patch was bad so they had to roll it back for another 50gb.
You could compare it to a car where you have to replace the entire engine just to fix a small tiny broken thing because the engine is built like that. Some games are just structured like that in the files that a tiny fix requires you to download way way more than just the part that changed.
Stuff like this is bigger problems in some places than others as I'm sure you are aware, unfortunately there isn't much we can do.
