DOTA 2 CAN'T FINDING MATCH BECAUSE VAC

My account is fine.
I don't understand why I got VAC.
I never used to cheat.
I don't have any programs that ruining steam.
I tried everything like restart my computer, repair steam service, repair system file, and etc.
But the result still the same, oh please steam fix this problem.

You dont have vac. Something is blocking vac from working on your computer

Valve Anti-Cheat(VAC)
Unable to join matchmaking because an issue with your computer is blocking the VAC system. Please ensure that you are not using any programs that may interfere with VAC and confirm that Steam is correctly installed.

I actually reinstalled my OS to solve this problem. And I didn't install any application(including ANTIVIRUS) because this guide(https://support.steampowered.com/kb_article.php?ref=2117-ilzv-2837) says a third party software could interfere with the game or the Steam.
