Instructions:
1. Download & Open The Program
2. Follow The Installer (No Additional Features Needed, Leave Them Unchecked)
3. Plug in your DS4 via USB to any USB port.
4. Allow DS4 drivers to install.
5. Disable DS3 & Bluetooth Install (Force Install Doesn't Matter)
6. Select The Input of Your PlayStation 4 Controller
7. Install Drivers
8. Done :) Your PS4 Controller Will Be Recognized as XBOX Controller! No Re-mapping or messing around. You can normally use the controller in games.
[PS button in center is the XBOX DVR overlay (if enabled). All buttons remain the same just like if you were playing console!]

Sorry for misunderstanding, in that case that sounds like a STEAM developer issue as it isn't keeping input focus on the specific process. I would recommend submitting a support ticket as well to steam about this!
Steam Support - https://help.steampowered.com/en/
1.Disconnect your controller.
2.Enter big picture.
3.Uncheck ds4 controller support.
4.Exit Steam completely.
5.Reconnect controller.
6.Launch Steam check ds4 support(if you wish to use it).
7.Exit big picture and test.
Sometimes it gets "stuck" for me, sometimes it doesnt.
I forgot to add to try launching the games you do plan to use the controller support for within big picture and then exiting it when done.
