Maybe you have enabled streaming and are streaming the game and your microphone to everyone? Hard to say with so little info but check your steam settings.
Or just press print screen and paste it into paint.
If you want help then you need to provide information and explain the problem and what happens.
But yes, it's most likely shadowplay.

When it shows up in non-game applications, you must've went on the overlay settings of ShadowPlay and in the "Privacy Control" tab and enabled desktop capture. This allows anything on your display to be streamed or recorded instead of the default setting of just the game. That is why on default ShadowPlay turns on when you turn on a NVIDIA GeForce detected games.
