Gift sent to wrong Steam Friend - No way to Re-Gift even though it hasn't been claimed

About two weeks ago, I purchased and gifted a game to a user on my friends list, who has a very similar name to the person I actually wanted to gift to. The recipient hasn't been online in over two years, so I've no way of getting in contact to have them send it back.

I was under the assumption that, if a gift hasn't been accepted, you can re-gift the purchase to someone else. The only option I see on the Gift's info page however is "View in store".

I've prowled the support pages looking for a direct way of contacting Steam support and have come up empty.

How can I reclaim this unclaimed gift to send to someone else?

Purchase was made on the 8th, I've just sent the refund request through explaining the situation under the "My issue isn't listed" option.
