Report a translation problem
Try fiddling with the buttons located somewhere around the edge of the screen, maybe the lower left corner.
Try restarting your computer.
Try re seating your video card.
I'm only guessing at the problem based on your discription - Users here will need more infomation to give better help.
For example:
Where exactly is the problem ?
Does the problem occur at specific times ?
Have you done any overclocking ?

Internet browers are faily low demand on modern hardware so that may account for that being uneffected.
On the plus side it may be covered by warranty which could save you some money.
A quick ebay serch shows cards that should be suitable for testing for $20 or under if you dont have one sapre or one you can borrow for somewhere.
To rule out a video card hardware fault try the following:
1) turn off your computer - also called shutting down.
2) open the computers case up - may be some screws that need to be removed.
3) unplug & remove your video card - power cables, remove screw then pull out carefully.
4) Plug your screen into the onboard video - many budget motherboards have something.
5) turn your computer back on - push the power button as normal.
Windows should reconise the onboard chip and automaticly install usable drivers for it (linux / mac may do so as well - no experence with those operating systems)
6) do something that normaly causes the color problem
If the problem disappears then it is your video card.
If the problem persists then its not your video card.
To restore your computer hardware back to how it was:
1) turn off your computer - also called shutting down.
2) Put your video cad back into the slot and plug in power cables carefully.
3) Plug your screen into the video card.
4) turn your computer back on - push the power button as normal.
5) If eveything is working screw the case back together.
