Credit/debit cards, paypal, paymaya or you can visit a local store which sells steam gift cards and have them credited with certain amounts of money which you can redeem on your steam account.
These funds can then be used to buy games from the steam store page or dlc from the game specific pages.

Is thr a code or anything on the gift cards?

I myself do not use gift cards but you usually get a code on the back which you scratch off and you redeem within steam at the top of steam under "Games" then "Redeem a Steam Wallet code"

Pay no attention to the spammer above Lein & pay no attention to rep as it's meaningless and used by scammers.

If you add say £10 to a gift card, the card only costs you £10 so i'm not sure where the "I heard that gift cards arent worth tho" came from.

You redeem steam wallet codes at the top of the steam platform tab "Games" then "Redeem Steam Wallet Codes"

A $20USD Steam Wallet card is worth $20USD on Steam.

You purchase a physical Steam Wallet card, scratch off the number, open Steam, go to Games-Redeem a Steam Wallet code and then then enter the code. Now you have $20 in your Steam Wallet.

Add a game you wish to purchase to your cart from the Steam store and then at checkout use your Steam Wallet balance to pay for it.

Alternatively, you can also purchase digital Steam Wallet cards from PayPal.
https://www.paypal-gifts.com/us/brands/steam-digital-wallet-code.html

This is legitimate, PayPal verified website.

Any other third-party sellers promising to sell you digital Steam Wallet cards are at your own risk and there are a lot of scammers out there so you should be careful.

No Purchase Older Than 30 Days
Your account must have a successful purchase older than 30 days, but not older than a year in order to access the Community Market. The purchase of wallet funds, games, DLCs and software meet this requirement. Activating a Steam Wallet Code or Gift Card on your account to add funds to your Steam Wallet also meet this requirement. Retail CD key activation and gift purchases do not satisfy this requirement.

- i can't buy any item coz of this .. help me with this problem ..

First off, it's considered rude to hijack other peoples' threads. Secondly, you already answered your own question. Follow the instructions that you posted.

Move to a place that doesn't require taxes on digital purchases.

This thread was quite old before the recent post, so we're locking it to prevent confusion.
