Slow UI response on first launch each day?
For the past week or so, the first time I launch Steam each day has a multi second delay when trying to use pretty much any page that uses browser rendering such as the store, profiles, even the "Update news" window. Trying to scroll up or down a page takes 3 to 5 seconds for each input to register / render. Pretty much the only area seemingly not affected is the library browsing. Additionally, some areas when first accessing are already scrolled down a few lines, rather than at the very top of the page.

If I quit then relaunch, everything works exactly as it should.

Steam is up to date, OS is up to date, drivers are up to date.

I, too, have been experiencing this for about the past week. My Steam, OS, and drivers are also up to date. Relaunching Steam does not always remedy the situation.
I have also been experiencing "preparing to launch" loops with some games.

The first launch of Steam = everything is crawling.

Quit Steam, then ReLaunch Steam = everything is fine and normal.

Have no clue what the reason is...

Hm, believe it or not, I haven't had a problem the past few days. The only thing I've done is, the other day, I killed the Steam client WebHelper processes in my Task Manager. There were four of them. There are currently only two.
