My paypal account got banned from Steam system!

How can I unban it from the Steam? Steam told me it is banned because: "This payment instrument has been banned in our system due to unauthorized use or previous chargebacks." I want to unban it, it is my only Paypal account, and I cannot really change it. :(
Please somebody help me, how can I do that?

you have to contact Steam Support, and if the account was used for a chargeback, there is nothing more you can do.

You can't. Your PayPal was banned for performing fraudulent chargebacks/fraud.

'Unbans' don't exist and you should think yourself lucky that your activity hasn't been referred to your local law authority. You can't expect to perform fraud and get away with your actions without consequence.

Then online retailers are blocking your PayPal because its previously associated with fraud. Simple.

I had no fraud on anybody, The chargeback that I had, is in ebay, and I paid the chargeback, that chargeback was cause I didn't have enough money in my Paypal account so Paypal paid the rest and asked me for a chargeback later on.

PayPal don't pay money on users behalf and then don't ask you to do a chargeback - they take your money from attached funding sources i.e your bank account and offer a secure and insured method of payment each way. There is absolutely no reason to perform a chargeback unless your bank account was compromised or the retailer didn't fulfill their obligation. It is a countermeasure against fraud and cannot be used to perform fraud for any other reason that what it is intended for.

The fact its essentially blacklisted by more than just eBay reflects how serious your behaviour is. Your bank account is probably also flagged which could damage your credit and credibility with them plus you wont be able to have another PayPal account with your existing account details either. Just one seemingly harmless action can have dour consequences for years later as you're now discovering.
