tri looks better at the cost of performance, ergo lower fps

If you have to worry about trilinear vs bilinear then your pc isnt good enough for games.

bilinear is best for fps but neither Tri or Bi use resources on any modern pc.
what does that exactly mean neither uses resources?

trilinear / bilinear are the very lowest settings you can apply. Most new games dont even have those options anymore.

Go for anisotropic, it's better overrall and if there would be a difference, it would provide better performance.
