How do i get someone banned for harassment?
does the report button do anything? or is it just for show?

sends a moderation message for mods to check, if you submit many false reports you may be banned in its stead. otherwise the moderators go through and evaluate the reports (though they can't do anything if it's solely based on messages sent to you through steam chat client/places they can't track)

Yes, that button does work, but after a quick look at your posthistory and your profile, I would start clean up my own act, if I were you, to me you do not look like an innocent victim.
