[Help] Can't Download Games
Recently I've purchased new games and I have tried to install them.
However though, it won't actually do anything to download them.
The only thing that gets made are the folders for games I try to install.
Meanwhile while installing, it's just stuck at "creating local game files".

After waiting to install one of my games, I get an error that looks like this.
"An error occurred while trying to install X (connection timed out)".
This is the same for all of the other games I try to install.
I've tried "clearing download cache" and changing download regions.

On top of it, I have even tried to uninstall / reinstall Steam itself.
This resulted in uninstalling all of my other games (that I can't play now).

I have addressed a possible solution that could help,
http://steamcommunity.com/discussions/forum/1/1291816569112264880/#c1291816569112356621
I'll try looking into this sometime, and I'll report back when I do.

I've just attempted booting the computer in Safe Mode with Networking.
Once again, I am receiving the same kind of error that I had before.
So sadly it means that it did not work.
I'm more inclined to think that this is an error related to Steam itself.
Especially considering how they run "maitenance" on Tuesdays.
Still though, I'm not actually sure if that's the problem itself.

Same problem. No solutions so far.

I've also had this for the last 2 hours... I've reinstalled multiple times. Turned things on, off... rebooted many times, cleared different caches many times. I'm putting it down to steam. Just think... if it's never fixed we can never download and play any games again.

Well, I still have netflix and books and . . . sleep!

I have also tried all of this with no results. Kind of puzzling since my brother lives about 10 minutes down the street and his is working flawlessly. Has to be account biased as to who it is actually occuring too.

I'm definitely left to think this is a Steam-related issue.

Can someone help me test this, by installing or uninstalling a game?
If the process fails for you and gets you the same one that others seem to have, then it is an
issue with the Steam platform itself.

If the files had downloaded but not installing, then a process may have kicked in and blocked its progress to complete.

Would you by any chance have a process called igfxEM running?

No

I've tried multiple games, multiple versions of Windows, multiple PCs, uninstall/reinstall, safe mode, uninstalling virus software.

I checked, I do not have a program called igfxEM running.

I am still able to log in, play games that are already installed, and purchase games.

I can't think of anything else to try.

i have the same issue here tried everything that steam recommend and booting it on safe mode too now i came here to look for some help but it seems to be a steam issue because as i can see its not just me with this problem

Also is there really no way to contact Steam's support? Do they check these forums? I went through their help system multiple times, too, and never found a way to send them a message. Kind of chilled about the fact that I have four hundred games with a company that isn't even willing to get an e-mail from me.

I emailed them hours ago and got an auto response. I here the help line is 2 weeks long.

These are the main fixes:
1. Check you're virus software, specifically Vipre or others, and check if it is blocking steam in any way. Turning off web filtering worked for me.

2. If you are using a vpn or other proxxy server, turn it off. How to find out if you are using a vpn/proxxy is found in the forums above.

3. Change your download region. This setting is found by clicking steam in the top left corner, then settings, and you should see a downloads tab. Click that.

4. Lastly make sure your firewall and other softwares are not blocking or interfering with steam.

But none of that is working. I uninstalled XCOM2 due to some bugs I was trying to get rid of and BAM, can't intall anything.
