So why will my Black Ops 2 for PC bought at Gamestop not activate??

I picked up my pre-ordered copy for Black Ops 2 from my local Gamestop here in Denmark, November 12th. But when I attempt to install the game the steam client complaints and says

"Game cannot be activatived until release". Whats the point Actvision putting the game out for sale early, then the activation software from Steam only will allow the game to work after November 13th??

That's what a pre-order is, to get it early so you are ready when it "releases". Key word is release.

The staff at gamestop didn't inform me that I wouldn't be able to activate the game before tomorrow. So that sucks.

well it makes sense. Seems like it should have let it activate though so you could pre load it, since steam pre orders can preload it right now. They cant play it though.

Given that it appears in your games list, it would appear as though it has indeed activated and you mean "play" possibly?

when game is officially released you will be able to play it!
