Second, where did you buy it?
The code is activated, as said in the message, when I tried entering the code again it says I already own the game
Already tried restarting steam.

Anyone else having this issue?
You can try the clientregistry.blob deletion fix (i.e. delete that file from your main Steam folder and then restart Steam) to see if that does it, but it wasn't working for most people. If it doesn't, I think your only option is contacting Steam Support.
