Report a translation problem
Just Cause 2 requires Direct X 10. Windows XP does not natively support Direct X 10, therefore, the game won't run on Windows XP. At least the page warns you and you don't have to find out for yourself when you buy the game and find out that it won't work.
The only reason I've not invested in 7 yet is because some of my Hardware won't support it aparantally. (This was a line from the guy at the PC shop)

I've changed my processor and graphics card but thats it, I still have most of my original stuff from about five years ago.
Its still not best to take a gamble though, I'd prefer to spend money on a game which I know will run as opposed to something with a 50/50 chance of working.
It may have had its day, but XP is still the best OS in my eyes.
Over £1000.
