I think everyone who pre-ordered is, the name of the game is different on the Steam store now (it's got a colon after command) whereas in the library there isn't one, there's seperate forums too.
I'd say that Steam owe us a refund for pre-ordering and not being able to get access to what we've paid for.
I've emailed steam support as well.
