Here is a snippet from the trading card FAQ:
how many games and cards would you have to buy to get to rank 50? is it worth spending all that just to get a coupon? i mean. i have nothing against buying more games but there's not enough time in the day to play through them all. isnt it a waste to buy a game just to get xp but only play a couple of hours?
you can craft a badge for 20 cent(100xp) but why would you for XP it is meaningless.

Playing doesn't give SteamXP at all. At least I don't think Valve actually went THAT far to give their own games a better position on Steam.
Every instance of 10 levels thus increases the level-to-level increment of XP required.
You pay money for games (and maybe other content, such as movies or online services) ~ it's the same thing.
