Don't know if that'll help or not, but someone else recently saw the same thing and he pasted the response he got from support. I'd assume if you contacted them regarding this you'd hear the same thing.
1) Why 8 days? This is over a week, and most customers probably add funds to their steam wallet as needed instead of over a week in advance. I understand a day or so, but over a week?This is ridiculous.
2) Why are the old (remaining) funds also locked instead of just the newly added funds? Block out customer usage of the marketplace completely when I had $10 in my steam wallet but decided to add another $5? Great job. That will surely make me want to use this feature more!
3) No notifcation anywhere? Not even a curtesy warning message? Maybe I would have decided not to add extra funds to my steam wallet if I knew it meant I would be locked out of buying things for a week.
4) Great slap in the face for loyal customers. Nekrage has a right to be angry. Just because the lockout is "only for the marketplace" doesn't make it okay. I understand wanting to verify to avoid scams, but like others have stated...even ebay and paypal would not make their customers wait for 8 days.

The funds aren't locked. You just can't use them in the Market. You can use them on the store without issue. or in the Mann Co store.
It is not a 'slap in the face' it is a security measure.And the comparison to ebay/paypal is not relevant as they're different markets with different internal purposes.

The cooldown is there for a reason. You can use your funds ANYWHERE else except the Market. I'm CORRECTING you not defending Valve. It's NOT a mistake.

You're mistakening fraud management mechanism for 'disrepespect' Which it isnt. The rulees apply to all accounts. Years of service does not correlate to 'impossible ot hijack' or 'immune to fraud'
The funds are locked for usage on the Market. So they are locked. That's the issue. That limit should not be there at all or it should be changed for a better customer policy. It doesn't matter if the funds can still be used to buy games or in the Mann. Co. store.
How is the comparison to ebay/paypal not relevent in this situation? The Market is for the Steam user community to exchange items and funds. Ebay and Paypal also have the same functions. Avoiding scams is important, but obviously Valve is not concerning themselves with finding a more efficient way to support customers. Everyone else is doing it better! Awesome. Great job Valve.
The exact same rules would apply to any one of the moderation staff (or anyone else) if we changed our payment method.
And God help you if Paypal decides to hold your account for whatever reason (And issue a random chargeback) That day you may discover the true meaning of hell and user disrespect.
It's a SINGLE time restriction placed on a SINGLE payment method. I sincerely believe you're making a mountain out of a mole hill.
So, whenever I add funds to my Steam Wallet I should be locked out of buying what I want for a week even if it's from a previously verified payment method with no warning or notification and I shouldn't complain... gotcha. It's nice to know what I paid for.
Like when your old card expires, you get a new one. If the numbers are the same, I doubt it would be a big deal. Change numbers and you are going to have to wait 7 days again.
