My broadband is about 38Mbps, and that equates to 4.75MBps, which is what I get. It usually runs at a fraction below that - 4.6MBps but shows peaks of up to 5.3MBps and the ocassional drop to 4.4MBps. Drops are rare. It spends most of it's time solidly on 4.6MBps. That's exactly what you would expect given my connection speed.
It might be worth noting that some ISP's limit speeds depending on the type of traffic it is and some Steam games download over a different port than regular http.
They do sometimes go slow though, in these cases I switch to the Paris, Marseille or Netherlands servers which will usually get me back to top speeds again.
I never use Manchester myself (even though that's actually where I live) because I never seem to get full speeds from it only the London server seems to get that.
