dragonborn dlc - download or support problem

I bought the dlc for skyrim dlc on feb 13. The steam screen says it was released feb 13. It downloaded somethime - but I go no results. I logged back into myaccount --- it shows dragonborn dlc for pc -- 'purched --- but as a preorder. I submitted a wuestion to steam support at that time and have not received an answer. no contact at all form support. I resumitted a new question yesterday and still have receive no answer.
1. is the download for the pc version of skyrim - dragongard released??
2. if it is not released when will it be released?
3. If it is released -- how do I get it installed properly?
