What kind of FPS game are you looking for?

Something with good modding community, team objective, non-pay to win, and focuses on multiplayer

in that case theres only a couple games i can think of that fit that criteria...
Team fortress 2 fits that criteria best but if the graphics turn you away then take a look at...
Counter strike Source its got a bit of a learning curve to it but can be alot of fun.

I cant really think of any others that fit what your criteria without sacrifing somthing in return especially the mod community most FPS games ive played dont support mods especially the F2P ones the only one i know of that does is Team fortress 2

Try checking out the Workshop section of Steam - it will give you an idea of games that have mods easily available. TF2 is pretty heavily worked on by the community. Killing Floor might interest you: they still update the game with weapons and player characters, some of them community made. Left 4 Dead 2 recently added Steam Workshop, and that's pretty heavy emphasis on teamwork.

You're way off the mark there.

Unreal tournament games are pretty much what you wanted from the sound of it. Lots of mods, multiplayer focused, team based, and non pay to win :) UT3: Black is the latest one, though 2004 is pretty good too.

If you want a good FPS for under $20, then get Ghost Recon. They are still making mods for GR, Desert Siege and Island Thunder to this day and there are thousands of mods for it.

if you want F2P: Team Fortress 2 and Planetside 2 are good.

for $20 or less: Counter-Strike: Source, Counter-Strike: Global Offensive (note: CSS is better for community gamemodes like Zombie escape and minigames, while CSGO is better for normal gameplay in my opinion), Battlefield Bad Company 2, Battlefield 2, Call of Duty 4: Modern Warfare, Call of Duty 2, Call of Duty.
