Team fortress 2 fits that criteria best but if the graphics turn you away then take a look at...
Counter strike Source its got a bit of a learning curve to it but can be alot of fun.
I cant really think of any others that fit what your criteria without sacrifing somthing in return especially the mod community most FPS games ive played dont support mods especially the F2P ones the only one i know of that does is Team fortress 2

- OP wanted something MP focused
- Deus Ex HR doesn't even have a modding community
- Is a single player game
You're way off the mark there.
for $20 or less: Counter-Strike: Source, Counter-Strike: Global Offensive (note: CSS is better for community gamemodes like Zombie escape and minigames, while CSGO is better for normal gameplay in my opinion), Battlefield Bad Company 2, Battlefield 2, Call of Duty 4: Modern Warfare, Call of Duty 2, Call of Duty.
