It's Dragon Age Origins Ultimate Edition, I think Valve linked the wrong one in their PT-BR store page, we have one which we can buy but isn't the Ultimate Edition.
Still price is something around R$8
I don't think it's a bug, I'm in Europe and am totally unable to access the offer. As soon as I log in it tells me it cannot add the item to my cart then goes back to 'not available in your country'

If not a bug then it's bad marketing, the standard edition is on sale here too and we can buy this one also theres nothing more frustrating than seeing a region lock message.
Too bad Steam, because that's one offer i'd had jumped on! Your loss, Steam, I guess, since i have many other games I can play.
Just make sure you swap back to your region before you make any purchases!
