But it is slightly misleading in the sense that content is added to games all the time and Steam rarely calls it DLC. Singling out this game and this update makes it seem particularly noteworthy, when it's really not.
If you keep up to date on the News section of Steam or on the game's/developers website, then you can see when they add something.
It shouldn't have been called DLC, admittedly, but it just isn't a huge deal.
Not exactly true. Wargame: European Escalation has had numerous free DLC packs released. You didn't get a choice as to whether or not you wanted it, they were automatically added to your account.
Or Nexuiz. They directly sold the contents of a patch as "Duel Mode" (now free, originally $4.99) DLC.
Or take a look at the current Street Fighter x Tekken DLC. The individual packs are a single costume, less content than the alternate pets for Torchlight II, and they're 99 cents.
In short, calling the added content of the additional pets to Torchlight II DLC isn't wrong and isn't misleading. It would be nice if the store page stated explicitly what the DLC happened to be, but to complain about it is the height of entitlement.
It's still downloadable content. What is so hard for you to understand about that?
I doubt that Valve creates ads for games without communication with the publisher, or that these prime advertisement slots are offered for free. There may have been miscommunication; I don't think either side had any malicious intentions.
