The top of this list has 10 or so Free games available for download on Steam: http://forums.steampowered.com/forums/showthread.php?t=851573
For the "offline" request, though, near every Single player game would work in Offline mode. The ones that wouldn't have third party DRM.
Look it up, it's hard to explain.

The top of it has every free game available on Steam. Note how there aren't many because developers want to be paid for their work.
You're looking for a "decent RPG or Adventure game" that is free... Well, you'll be hard-pushed to find that because these things take a lot of time and - most often - a lot of money to make.
You are aware that the Christmas Sales will, most likely, start in a few weeks? Many games will be 50% off or more then...
I'm going to assume you live with your parents or guardian(s)? Why not save up pocket-money/allowance and get a game or two during the sales?
Ah, nevermind, I give up.
