OP, whether the game is installed or not has zero influence. Whether you keep *playing* is what matters. And yes, there are people who put in a refund request, continue playing and then complain the refund request got denied.
Steam doesn't even know whether you have a game installed or not.
To my knowledge Meta Quest is the only system where you MUST NOT UNINSTALL while a refund request is pending for games purchased from the Meta store. further you must initiate the refund from the same device the purchase was made on. Steam has no such bizarre limitations.
But with Steam, that doesn't mean the game is automatically uninstalled from your harddrive.
I do it to keep certain not to go over famous 2 hours but I did had steam aproove me games I had over 2 hours refund.
