Host stream from their system, the other peolpe has to have their own system to be able to join said remoteplay.
A single remote Player (the actual invited Steam account / physical computer) has two or more controllers connected to it and two or more people playing on it. Could this work?
There's another solution: the owner of the game shares the library with that remote Steam account. That other Steam account on that other computer downloads & plays the game then, with as many local players, as the game supports.
Everyone plays from ONE device as in EVERYONE sharing the SAME device? To make it more clear, let say you have a Gamecube, everyone brings their own controllers, and everyone connect to ONLY one Gamecube, there is no additional/other gamecube, just the one in the room where everyone is in.
If that what you're asking for, then you don't need Steam play for this, as you're doing local coop, there no reason to stream anything as you're all in same room, playing from same device.
Otherwise if EACH person HAS their OWN DEVICE that from another location, host be STREAMing to those device with Steam play. Yes you can have some people play local coop with you in same room, and stream to other devices at same time using Steam play if that is also what you're asking.
