I would suggest do some integrity check on Rust's files before reinstalling EAC
Also make sure your windows user have permissions to install stuff
Take a look at this guide:

The game may redownload a few things and can take several minutes, so be patient
After that, try launching Rust and see if EAC keeps getting timeout.
Did you check if these websites give you a "200 HTTP' OK"

Long time ago EAC ask window's firewall to access my networks and I pressed on "don't allow" by mistake, I got issues with the anticheat for a few days until I allow it to internet.
Check that if you can (control panel and then windows defender or windows firewall)
