People can discuss the relevant things in the hubs, but once they start breaking the rules they may have temporary consequences. If they keep it up in multiple hubs and the main hubs, they tend to earn community bans.

He posted something that existed purely to flamebait, in a hub where he never mentioned the game in question, and even stated he was expecting a ban for it.

If he did, you can quote the exact sentence and why. I see nothing unreasonable in the post. It even praises one of Valve's games as 'genius'. If you think the rest has no merit, surely it's easy to prove.
