Steam has nothing to do with Facebook, Valve doesnt own Facebook. You were told where to ask:

It's likely Facebook flagged it as a scam attempt. Sending fake Steam trade links is probably something that is commonly done by scammers on Facebook. Again though nothing can be done on Steam's side. If Facebook wanted to ban all accounts that linked to Steam they could if they wanted and valve would have no say.
It appears that you have answered my question, and I agree that Facebook might have flagged the Steam Trade Link I sent in our group chat, possibly considering it a scam or phishing link. I understand that Steam is not directly involved in this issue. I'm doing my best to recover my permanently locked Facebook account, and I truly hope I can communicate with a real meta support person to explain everything in detail.

Steam links can still be sent from other methods; texting, discord, etc.
Any activity that seems very bot-like, illegitimate, or unwelcome on their service will most likely get locked out by default if recognized as such even if not the reality of the matter. So if one had an overly predictable way of writing & used links often - yes, meta may lock an account suspecting what the account is being used for.
Keep Steam stuff on Steam and you'll be fine.
