Same here. Which is why I'm fairly certain OP owns a game in one of those bundles. On all accounts my family have without one of the bundled games, it shows the higher price.
It's 21% off when you already own one of the games in one of the bundles on the same store page. Specifically, "Thieves and Crime Scene" bundle, but possible the others, too. If you're eligible for the 21% off bundle price, that's the price shown in the area the OP is talking about.
Bundles that factor in games owned will have a question mark next to their name on all relevant product pages.

when i look at it on the page it shows the original price as 19.99 and 21% discount
when i put in the cart it went to 17.99 with a 12% discount
the price in the end was the same 15 and change
You're right, it's rounding up from 20.8%. But the discount is correct.
In the case of The Thieves and Crime Scene bundle when you own Thief Simulator:
Base price of bundle in my region is 2500 JPY (which is the base price of Crime Scene Cleaner).
The price Valve ask for the bundle is 1980 JPY.
That's a discount of 20.8%, the method Valve use to display discounts doesn't show decimals so rounds up to 21%.
When added to the cart, it adjusts the bundle price to 2250 JPY
But the price to be paid is still 1980 JPY. That's a discount of 12% on that title only.
The game alone is priced at 2500 JPY (as I said above) with a 12% discount bringing it down to 2200 JPY. The difference between the discounted price of 2200 JPY and the bundle price of 1980 JPY is 10%. The saving the bundle clearly states you are getting.
So yes, if you own Thief Simulator regardless of the percentage shown at checkout, you are paying 20.8% less than the base price of Crime Scene Cleaner, which rounded up is 21%.
But all of this is moot, the OP is claiming they are not eligible for this discount yet were shown it.
These discount percentages, however, do not matter as much as the actual discounted price. Which is the lowest when in the bundle and with Thief Simulator owned. Hence why it correctly advertises that as the lowest price (which I think is mandatory in the EU now) with the correct discount percentage for that lowest price.
What actually should change is that it shows the 21% as well in the cart, that's where the mistake is. It's a visual error, but one that adds to the aformentioned confusion.
