I was buying Shapez 2 and I saw an advert for Crime Scene Cleaner for 21% off, total of $15.83. When I go to the page to buy it, it's only 12% off, $17.59. Also, why is there no way to report this?

The question is where the "advert" was and in what currency? You go to the official store page to see any price(s) in your current selected currency based upon your steam clients location.
$19.99 base price, $17.59 introductory sale price.

The price is really moot, it went from 21% off (advert in the cart) to 12% off (on the store page).

Do you own any of the games in the related bundles? Steam will tend to show you the lowest price you can get the game at. If you have one of the bundled games, it will take that bundle's price and show it to you.

For example, it will show me 21% off as a part of the Thieves and Crime Scene bundle. But I will only get that price if I add the bundle to my cart. If I only add the game itself, then it'll be 12% off.

It will only show you the 21% off if you're eligible for it. It will, however, show for the individual game in most promotional spots as those spots don't tend to show bundles.

It might have just been a price glitch, it happens sometimes. If you were lucky enough to have grabbed it at a price glitch then well done, if not then you'll juts have to pay the correct price as of now or wait for a bigger discount in the future.

However, according to SteamDB it has only ever offered a 12% discount, which funnily enough is £15.83 in the UK.

Here's the image of them offering it at 21%. US has laws about this and I'm pretty sure that EU and New Zealand, at least, have much stricter laws.

The image to the game looks like it's been photo-shopped. I mean it doesn't even fit right in the little box, the price is cut off but when I go and check my shopping cart nothing is cropped.

Mine shows the 17.59 price in USD.
Also doesn't show the little windows icon.

Declaring something doesn't mean they're violating the law when the correct price displays. Were you trying to set the store in a region that you don't have a billing address in?

It's not illegal if its a bug or other glitch. Shows correct for me to, and as others pointed out it might be a variety of different issues based on your store region. If your doing it on the client i'd suggest trying it on the website or vice versa but a bug or glitch like this is not illegal.

For it to be illegal it would have to be done ON PURPOSE and steam doesn't even set prices, the developer does.
