Posting in the discussion area of the game/program you are talking about would be more effective then posting here as this is the suggestions and ideas area for the steam program itself which has nothing to do with the games other then launching them.

DO people even bother looking at the rules anymore?

By Valve's own rules on discounting, they can not put HL2 on sale less than 30 days since it went on sale last.

Its like, $10. Practically sale price already and easy to earn/save up for.

Game devs decide if the game goes on sale, not Steam.
HL2 is already real cheap and if you can't afford that, then you need a better paying job.

No, Valve decides, not Steam.
Steam is a storefront, Valve is the developer.
And users missing it on a sale is not the devs fault.
Just put it on your wishlist and you will get an email and/or app notification when it goes on sale.

HL2 was last on sale between March 14 and March 21, making it invalid for inclusion in this current sale by around 4 days.

It was on sale for a dollar a few weeks ago. It'll no doubt be on sale for a dollar again soon. Valve loves to put their back catalog on sale for basically free.

Steam is a storefront, Valve is the developer.
Steam is a product of Valve. Valve owns everything to do with Steam including the storefront. :steamfacepalm:
