Nah, I've got 800 games and have been on the site for 4 years now. When Steam does ban you from refunds, it is only a temporary ban. Kind of the only reason I posted this was because I did that bit of research and got real excited by that finding.
Originally I was going to post to support asking what they thought about refunds, but decided not to since it wasn't easily accessible so I found first hand experiences of people who have been banned from refunds; with it only being temporary
Honestly wish I've refunded more games as I only end up sticking to 5 games at a time, but I don't refund if the game is enjoyable because that is rude to the devs
Because both 1 month and unlimited game time let's people abuse the crap out of refunds.
And most devs/pubs don't want to be screwed over and not receive payments for games.
Even EA.

Other companies may have more robust refund policies, but I feel like there has to be some system in place to avoid abusing their policy. The other person mentioning Vintage Story for example, I bet when you try to refund from them it is reviewed by an actual person to check if it is valid or not. I don't know man, but I've refunded ~300 games on Steam and I'm pretty happy about that. The only other platform I've used is Ubisoft and Epic Games. And Ubisoft wants to delete your account if you don't log in every few months; and Epic is completely lacking compared to Steam (storefront wise)
The irony of this post must be intentional, I can't believe you haven't noticed it.

Well, if I have to explain...
They own all their games on their service. There's a reason why.
Valve has thousands of Steam Partners (devs and pubs) they need to be fair with. So, a compromise of 2 weeks and 2 hours was best for all involved.
Well, you're saying there has to be some system in place to avoid abuse while abusing Steam's refund system. It doesn't get more ironic than that.
