Unfortunately, that's intended. The only ways to remove it, are from the Steam App on the phone itself, which sadly isn't an option since no longer working, or recovering your account through https://help.steampowered.com

Try seeing a ticket to Steam support with a detail description of your issue.

don't you have an option to issue new SIM card with same number if the old one is damaged? it's free in my country and provider even nags with texts about old SIM cards that is about to expire from old age.
if it's available in your country, restore the SIM card and you won't need to change phone # for all linked apps.

When you setup Steam Guard on PC and your phone they give you a list of up to 20 one time use recovery codes you can use to login even without a phone.
There is a BIG warning to write them down before you can proceed during installation and afterwards it offers to generate a whole bunch of them to store in a safe place.
I guess you did not do either?

Well, that's exactly how 2FA works, you can't login from a new device just by entering your password. As Ogami said, you should have written the code somewhere.

it's a shame. I thought it's standard package, it's available here in Ukraine for a decade or more. I hope it can reach your country soon too.
