"Testers/gametest" are usually not paid.
"Game dev" requires some skill.
You should focus on acquiring skills first.

Which is a complete fabrication as moderation is via a 3rd party company and not part of Valve which ironically would be known by anyone with a shred of knowledge of how Valve operates.
Well, they could have sent in an application even if that's not a position they offer. The webpage saying "we usually reply within a few days" doesn't mean anyone looked at their application yet.
Then it wouldn't have been an application for moderation, but eh easier to just report users derailing threads and let the REAL moderators deal with them

As already noted you have no chance in hell really. Your best bet is to start looking into getting some experience with established companies, building up a resume, etc. However the odds of you getting a game design position with Valve is minimal as they don't focus on games as much.
Web design would be far more likely, as would programming.
