I've been trying to find a certain game.

Any help would be appreciated.
I'm looking for a certain type of game either city planner or country manager.
I want the game to basically have enough details to where in a play session I could either be as harsh as a dictatorship or a free market as I want.
Also need some in-depth systems that cover these.
1: Government policies like "Clean Air, green energy incentives and etc."
2: In depth tax system "sales, gasoline tax, trade terrifies and etc."
3: Government mandates "meaning you must buy or have insurance and etc."

As you can see what I'm cooking for is fairly in-depth.

Any suggestions to what fits this game is much appreciated?
