Linked to a paypal transaction ! Now i need to know how to lift the restriction, my bank and paypal won't treat a transaction that old, i reopened my ticket and asked them to tell me how to lift the restriction, if i need to pay back this item i will, i really need to recover the use of paypal on my account
My suggestion if you like which going be annoying, is using alt account to gift to your main account for paypal, but that best can do really since option be disable by support since 2017.
Again best of luck, maybe someone at support might talk to Valve staff about it, but who knows it's a long shot in the dark which I assume they likely won't lift it.
There aren't many other solutions available sadly. Support already told you no cause of the charge back.
I know chase bank has a pay in 4 feature so you may want to look into that.
You can't. Even if it you were within a viable time limit, PayPal essentially won't reverse a chargeback. This means your PayPal account is permanently burned. It can never be used with Steam again.

I just read through this thinking how sad it is that it isn't reverseable, while paypal is the most convenient option imo.

But yes it's not reversable if your account have been banned from paypal usage
I didn't paste all the content of the message, but i explained i was ready to pay back the dispute dated from 2017 to recover use of paypal
Maybe the fact i had 8 failed order attempt for Deck helped a bit
