You can translate it to english but it has nothing to do with Steam. Nor any devices sold directly by steam. It mentions Steam deck as one of the consoles people rebuy from re-sellers in Russia as Russians want consoles. Nothing at all remotely newsworthy. They also rebuy SNES consoles, switches, etc so you better go run over to Nintendo's forum
The consoles are not being provided by Steam. Hopefully in the future you due a bit more diligence
She sent a letter in 2022 giving Steam 30 days to reply or there would be consequences. We are now 1/4 of the way into 2024 and nothing has happened.

Yet, Xbox, PS, and other big gaming companies have been accountable for their actions, yet Mr Newell, for even more devious conduct, seems to skate. Why?

Because much like your false claims about Valve selling made up consoles in Russia you don't get in trouble when you break no laws. If the company makes a mistake they pay the fine which Valve like every company in the world has done in the past.
