Any "reason" to try to bypass regional restrictions/pricings can be a reason for account terminations (aka you wont be able to buy anything at all anymore).

You'd still be committing payment fraud and Valve will take appropriate action. The cost of the games is not the determining factor, it essentially comes down to tax evasion, etc.
But do you guys know any workarounds for this issue of region locked games? Luckily I did find a CDkey of Dragon's dogma 2 that can be activated in my country. But many other games are just locked.

It depends a lot on the game in question. Sometimes you can get around it by having someone gift the game to, but not always.
Region locks are removed after 90 days from when you activated it.
This is true, but you still need to find a way to activate the key. Steam made it a lot more difficult to activate those keys if you aren't in the correct region. A VPN alone no longer works.

As has already been said, you move to a different country. Here's the thing, IP addresses are no longer considered in determining Store region for an existing Steam account with a set Store region. But for a new account which has no set Store region, the first Store region is set based on the IP address at the time of creation. It will then keep that Store region until it is overridden in the same manner as that of an existing Steam account. Activating legitimately purchased keys from a third party site that match the store region of the newly created account won't affect that account's Steam Store region. So the next time OP is overseas, nothing is stopping them making a new Steam account.
