Report a translation problem
This is a known issue with the game itself.
Ever since Civ 5 was updated with its third-party launcher, this problem has started occurring.
Civ 5's launcher uses the QT[en.wikipedia.org] UI framework and specifically; their Chromium webview.
Yes; they also embed Chromium. And just like CEF does; and just like Steam does; it uses sandboxed helper processes to isolate rendering.
Except: Civ 5's developers haven't exactly read the manual on how to set this up properly and those renderer processes are not properly parented to the main process. When the main process shuts down, a race condition can cause one or more of those renderers to not shut down.
And then Steam will still detect the game as running.
Your task manager will look empty, because the name of these processes has nothing to tie it back to Civ 5. You can find it under the name "qtwebengineprocess" instead.
yet as mentioned above, its not the game or steam that needs to be shut down, its qtwebengine that needs to be shut down.
search the guides section (of civ 5) for a bypass of civ 5's launcher
by using the bypass, you can launch the game straight into the setup menu and start playing, no more adware launcher (civ 6 ads and other advertising bs) and none of its issues to bother you (qtwebengine process from leaking memory and never shutting down, or simply crashing the game).

its the web engine
qtwebengine is part of the launcher, which is separate from the game.
its not the game or steam that you need to kill, as neither will fix the issue, you have to go in and end "qtwebengine".
or as i mentioned to the OP, simply bypass the launcher and you dont have to deal with the issues or the launcher.
no it isnt, but believe what you want... what ever makes you feel better.
