You will have to purchase the DLC on GOG, just like the base game.
"This content requires the base game Cyberpunk 2077 on Steam in order to play."
As stated, by the DLC on GOG.
That like saying I bought PS4 copy of game, and said why does Xbox want me to buy a copy of the game, that because they're not same store.
Also when you add games to via steam library the button at bottom left plus sign, where click, and click on "add non-steam game" that meant can add shortcut in your library, not link a game from another store. If you're confusing how gog client works for linking account it doesn't link games across accounts, it doing same thing as "add non-steam game" but automatic processing as copy your game library making all those shortcuts.
So is there anything else you're still confused on?
Btw the DLC also sold on gog, so if you bought game gog, get the DLC on gog as well end of story. If you really want it on Steam, you need to buy base game on Steam.
So, even if it is true, that Steam makes it impossible to buy an add-on from Steam for a GOG game, that problem doesn't exist in other game stores.
