Well, the guide from another user is already linked above, so here's a list of things you can do to secure your account:

Scan for malware https://www.malwarebytes.com/
Deauthorize all devices https://store.steampowered.com/twofactor/manage
Change passwords from a secure device
Revoke the API key https://steamcommunity.com/dev/apikey
Generate new backup codes https://store.steampowered.com/twofactor/manage

the hacker did kick me out of the account yet
Normally you would do the steps above to secure your account.

But as email and phone number are changed, it is a bit trickier. Not sure where to start. You want to avoid to cause emails to the hijacker, and also you dont want to need the phone number of the hijacker.

So the important question is: Do you use steam auth app, and its still activated? Because then you can do everything, if you do it quick.
Change phone number, change email, then do the steps above.

I am not sure in what order. But i think phone number, then email. Because you need both for the other steps. But you need to be quick., in case the hijacker does something to prevent what you do, with the rest before you change those.

Well, all you have to do is:
+ look for an email from Steam regarding the changes of your email and phone number,
+ use the link inside to lock down your account,
+ secure your PC,
+ find out how you gave away your login information to the scammer,
+ and then go through the recovery process for your account.

The longer you let a scammer mess around freely with your account, the higher the chance of ending up with permanent repercussions like community/forum/game bans...
