Download Previous Build of Steam
So far there are two ways to revert to the old UI:
- Launch Steam with '-vgui' option
- Forcefully downgrade the client using command line option

The first way can be patched out any time.

The third way is to download previous build of Steam listed here:

The last functional version is 2023-05-30, which is before this ♥♥♥♥ show happens.
Extract the archive to /package directory under Steam root folder, then create 'steam.cfg' with the following option to disable Steam automatic update:
BootStrapperInhibitAll=Enable
BootStrapperForceSelfUpdate=False

Thanks - downloaded. I always like alternatives just in case steam decides to pull something shady.
Do I need to clear out all files in the package folder before adding the new ones? Or do I need to do something else? I tried just copying, and adding the cfg file, as in this image: https://prnt.sc/J_u67WSACi3O (There were mostly only new files, I replaced four files with the same name). Also, do I need the Steam China file? My default Steam package files don't include it.

Unfortunately, it doesn't seem to change anything. Steam looks the same even with this change.

Make shortcut of Steam > right click on shortcut and click properties > at the end of target field, put space -vgui then click apply > Run shortcut, that it.

Overtime this may no longer work in the future as they phase out the files.

Other method to downloading other client files from other people online, use at your own risk.

the new UI is horrid, holy sh*t

and ty steam for wiping all my old notifications I had left pending for a reason, very cool
(uh, they show up fine with -vgui, wtf Steam)

Under the new notification it be sync with your Steam mobile app notification, so if you wipe it on your app, you also wipe it for your PC side.
