Can not confirm. And that is without any of those bandwidth or memory saving settings enabled. Current Beta branch build running on Windows 11 with 32GB of RAM. So, applications are allowed some lenience in using RAM as unused RAM is literally wasted RAM.

computers are machines like any other.. Using 100 percent of any part of it for extended period is not good.
What you posted already goes up to ~640 MB cumulative though.
Which is around where it ends up for me as well if I don't click around through a lot of pages but keep the client mostly idle. And keep chat closed.
1GB of RAM used is totally realistic for users that use Steam under the expectation of it being a normal, well-written application that doesn't require walking on eggshells to handle its special snowflake status.
For completeness sake: the previous hybrid VGUI/CEF build for me uses 250~300 MB while under the same conditions. Mostly idle, chat closed down.

That is the reason why Windows is distributing the RAM on your pc.
If you have more then you ever will use the System is giving out more to Single processes.
If a Software needs more Windows will take the unused RAM which got distributed to, for example the Steam client, and give it the software.
So just because something uses xxx amount of RAM does not mean that it is used by it.
Thats all well and good, and nicely explained. The fact remains that usage has increased and stability has decreased. This is the issue.

If Valve actually cared what their users wanted/liked/dislike , then they could code a questionnaire or whatever when we log in asking idk say like 10 questions about the new UI , but have they ? NO , they don't care , they do what they want when they want and how they want they don't care about their users anymore.
