Moving to China in 2 months for 2 years. I have so many questions:
Moving to China because student exchange program (2 years / 4 semesters)
For Chinese people or people who live in China.

1. Can I access my library? With and without an internet connection. I heard steam is blocked in China.

2. Can I play region-locked games in China (f.e. MHW), I heard something about the 90-day region block. I'm still confused about that.
Because I will buy some games today (RE Series, MHW, Cyberpunk, Elden Ring and Sekiro) and 15/06/2023 move to China on 28/08/2023.

3. Can I make another purchase (using my country's payment method) and update my games in China?

4. Can I get banned because I use VPN to access steam library?

5. or Should I use steam offline mode?

This is the one thing that you need to know. Steam in China is completely different from anywhere else in the world. In that I mean China has its own version of Steam.

I was under the impression that you have to use their version, maybe I'm wrong though. You would think that would be the case because they want to keep everything locked down.

Its only mandatory for Chinese born nationals.
As a foreigner you can continue using the international version.
But there will still be restrictions, for example all the community forums are blocked with a Chinese IP.
So you can download and play your games but not much else as a foreigner in China.

3: I don't think Steam has support for Chinese payment methods due to CCP blocking the original Steam in China.

4: No, Valve will not ban you for using VPN to play your games. BUT the CCP can jail or fine you for using a VPN in China. It's illegal to bypass their Firewall.

5: If possible yes you should.
